They are taking over one side of my yard. They come through the fence of my neighbors.
How do you get rid of Morning Glories?
Are you speaking of true Morning Glories or really Field Bindweed (Convolvulus arvensis), which is also referred to as Morning Glory? Morning Glories are annuals, that die each year and often do reseed themselves. Bindweed is an invasive perennial with white flowers and long vines (some up to eighteen feet!!!) that can twine and take over your garden. The bindweed is a horrible pain to get rid of as they spread by roots and rhizomes and they can have huge roots systems! My mom had put down landscape cloth over a large area and the stuff found the edges and came out there. You would not believe the mass of roots I found under the cloth when I pulled it up! This means if you try pulling them out by hand, any little piece of root still left in the ground will sprout another vine! I have found using Round-up (contains glyphosate) works best. Cut back the longest vines and spray the rest. You will need to make repeated sprayings as new vines show up - but persistence does pay off! You will have an ongoing problem as long as the neighbors have it in their yard. Maybe you can talk to them and both of you attack the problem to eliminate those pesky vines?

Reply:"Brush-B-Gone" or "Brush Killer"...which contains the active ingredient called "TRICLOPYR". It is a selective herbicide that controls broadleaved plants without harming grassy types (including turf).
Triclopyr works very similar to Roundup by killing the roots after spraying the foliage. I've found it to do an excellent job on brush and vine species. When spraying, you should make sure not to spray when the temperatures exceed 80 degrees and to avoid any sprays to get onto ornamental plants and vegetables.
To achieve better results, try mixing a tablespoon of dish soap into your sprayer AFTER mixing the Triclopyr and water. The dish soap helps allow more of the mixture to stay on the leaves and the herbicide to move into the plants.
You should begin to see the morning glory turning yellow/wilting 7 days after application
